The dictatorship of Bourgeoisie must be abolished

and replaced by Direct Democracy 



Never was a humanist ideology more needed, and never was it more lacking.

Since the very creation of the institution of private property the economic and political power has been totally controlled by a dominating exploiting class. For more than 200 years the dictatorship of Big Bourgeoisie has been total. The dictatorship of the owners of capital usurps and smashes the political will of the sovereign-people, manipulates and brainwashes it and blocks its organising as a sovereign political community.

Nevermore!

A new revolution is to take place. The dictatorship of Bourgeoisie must be replaced by Direct Democracy. New political institutions are needed. The theory of unconditional direct democracy must be developed and implemented. Today the categories of res publica, common good and direct democracy are defined from the point of view of the ruling Big Bourgeoisie. Their bourgeois character must be rejected. They must be redefined and developed from the point of view of the sovereign political community. The task of our times is to make the will for public property and public happiness as powerful as the will for private property and private welfare. All kinds of political orders which oppress the political will of the sovereign people organised as a political community must be thrown in the dustbin of history.

Montesquieu's theory for division of power was just a step in the right direction. It was and still is imperfect. Unlike Rousseau's teaching, it fails to take into account the role of the political will of the sovereign people. In essence, so far Montesquieu's teaching has been first and foremost expressing and serving the will of the dominating class. Modern "democracy" is still dominated by the interests of the big industrial and media barons and all other members of the Big Bourgeoisie. The uncontrolled power of the bourgeois politicians in representative democracy still leads to limitless corruption. It cannot be otherwise. As long as Montesquieu's principle of division of power is realised in the circle of the ideology and the collective will of the ruling exploiting class, it is impossible for this principle to be truly efficient. It must be developed.

Unconditional direct democracy is absolutely necessary. Once the abstract sovereign people becomes a concrete fighting political community, once it wins and overcomes the dictatorship of Big Bourgeoisie, it will create a division of power of a new type. 

The rights of the general will of all members of the political community have always been sacrificed before the altar of private property and omnipotent political power of the few, of the members of one particular greedy and exploiting class. Willing first and foremost to look after its private interests, the very first act of the  Bourgeoisie coming to power more than 200 years ago was to implement the principle of representation as a perfidious development of Montesquieu's principle of separation of power; the beginning of its implementation immediately became the end of the essence of true democracy. The Bourgeoisie the class of Big Capital wanted to separate and is still separating the People from the sphere of economic and political power. It did not need true democracy; it was, is and will always be the enemy of true direct democracy.

What is to be done. New principles and new political institutions of direct democracy are needed. The atomised masses of people belonging to the capitalist society must be organised as a political community whose members are as much  politically educated as they are engaged and active. Economic and political exploitation of man by man is not to be tolerated any more. Being resolutely opposed to the dictatorship of capital, the New Communists the true democrats of today want to abolish it and constitute a state in which the power belongs to all, i.e. to the people-sovereign. This is possible. It can be carried out into practice by the People organised as a strong and sovereign political community in which all the powers legislative, executive and judicial, are founded on the supreme principle of the united and indivisible sovereignty of the political community. 

In a capitalist society based on the principle of priority of private property of exploiting type, Man is forced to admit the superiority of the will of the dominating class; such a society is not a res publica of the universal will yet, a res publica of active and constant sharing of the collective power of a sovereign people.

Similar to what was the case in the epoch of early feudal monarchy, today there still is confusion of the notions of property and power, of elements of private law and public law. Whereas then the monarchy had a patrimonial character and, consequently, the king was not only a ruler but an owner of the state as well, today it is the Big World Bourgeoisie that is still the unquestioned ruler and owner of the states for it decisively and fearlessly realises its will for global imperialism. Modern "democracies" have to be exposed in their truth as a hollow sham; in fact, it is the Big Capital that exerts every effort to influence the election results and create a rule of the rich, by the rich and for the rich. Both the majority of members of parliament and the whole apparatus of modern propaganda and servile media are subordinated to the Big Capital and its ideology.

The concentration of unlimitedly strong power in the hands of the global bourgeoisie makes it de facto an owner of the whole Earth freely ruling it and having it at its disposal as its property. Meeting no resistance because it has successfully subjugated the wills of the sovereign peoples, this world ruler and owner has performed a monstrous and never before seen deparliamentarisation of modern states. The task of today's humanists is to perform their deed, to prepare and raise the modern proletariat to fight and carry out its historical mission for it is absolutely certain that its opposition against the world bourgeoisie will become stronger and stronger; the proletariat will proclaim proudly and loudly its will to make bold economic and political reforms and seize power.

The present public law is based on the dictatorship of the Big Bourgeoisie; it is based on the illegitimate appropriation of the sovereignty of the people and limiting its power, i.e. on the illegitimate appropriation of the political being of the citizen as a free political subject. That is why it creates legal norms which are absolutely advantageous to the ruling class, but inconsistent with the democratic interests of other social classes. Political communism based on the power of the sovereign political community aims at liberation of Man from economic and political exploitation. The political communists want to liquidate the corruption and monstrous abuses of the capitalist state, to create a state organisation which not only defends the right to freedom and the civil rights of every member of the political community but also demands from him to perform his duties to the common deed because the act of association is based on the idea of mutual duties between the community and its members.

The modern liberal capitalist state represents first and foremost the interests of Big Bourgeoisie. Its enormous propaganda machine aims at hiding the fact that its very institutions are institutions of a state, which is based on the principle of private property of the common public good, on the principle of private appropriation of res publica. It is the principle of un-freedom for the broad masses of the people, whose supreme right to participate in the process of political decision-making is refused.

The fight for freedom and true direct democracy must go on.

If the first principles of a state are immoral and unethical, its government is illegitimate. Being vitally interested in crushing any resistance against its absolute power and its total domination over the socio-economic order, aiming at atomizing the political community and destroying the power of the sovereign people, the Big Bourgeoisie recognise all human rights and freedoms only in their individual aspect. The political communists recognise human rights in their community aspect as the freedom of will of the whole sovereign political community to be in possession of the common good, to have it at its disposal both for the welfare of the particular living individuals as well as the universal good of the human species as such in its future development.

The class of Big Capital destroys the ethical bonds between the members of all kinds of associations and trade unions, the members of the political community as a whole, and imposes on them the ideology of devastating hedonistic individualism. The result is calamitous total individualism, which announce to the world the fact of infinite division of the sovereign community to the point of its complete atomization. The dominating class can be content. It achieves exactly what it passionately wants: its path to appropriation of res publica is open. The hedonistic individualism implanted and advertised by the propaganda machine of the ruling class as the supreme end of the individual and its strongest point is at the same time his weakest point for this lonely individual is utterly powerless; being unable to form political communities movements, associations and parties with tremendous political power, the atomized mass of individuals is utterly incapable of having any influence on the state of their village, town, city, region, country or on the state of the world, i.e. both locally and globally. Their status of freedom changes as well; on the surface they are completely free, in reality they are enslaved. Their freedom does not have any foundations whatsoever in the sphere of public affairs. The individual as such is free only in the sphere of private life and has to defend himself from the world of absolute political power of the Big Bourgeoisie as an infinitely weak person, not as a member of powerful humanist organisations aiming at the common good.

Due to the present oligarchic structure of power, a narrow group of people keep the sovereign people, the great political community under control, so that the whole government power is in the hands of those, who possess a very considerable number of privileges. This inhumane structure must be submitted to the revolutionising and ennobling influence of the principle of public property, which is the highest determination of the essence of rational public law as well as truly just legislation. This principle will transform and perfect all state institutions. It has a great historical mission: it is the principle which will prepare the people for the newest humanist revolution.

Today we are witnessing the result of the history of enormous development of humanity from the primitive communism through the slave system, feudalism, capitalism and the Stalinist experimental model of state socialism imposed by the Red Bourgeoisie, which collapsed and became a part of the global neo-liberal capitalism of our time. The latest political and economic order contains in itself the principles of all previous orders of class exploitation nothing has been lost, nothing has been forgotten. These principles are the result of the fight of the two contradictory principles determining and revolutionising the World History, a result of the further deeper development of the principle of private property of exploiting type as the source of inequality and the living, universal and lasting development of the principle of public property as the leading principle of gradual development of just equality, fraternity and liberty in full conformity with the great plan of the World History.

Political communism abolishes the principle of private property of exploiting type and replaces it with the principle of private property of humanist type. The balance between the two principles, which this manifesto introduces the principle of private property of humanist type and the principle of public property, means that there must be a balance of power, a balance between economy and politics, between economic and political powers, a balance between the principle of private property of humanist type and the principle of public property as state-organising principles.

To the people the absolute ruler belongs the whole legislative power. A time will come when new generations of men and women will attain the ideas of humanist society; generations, for which the position of the Big Bourgeoisie as a class usurping the rights of the legitimate sovereign in order to pass laws infinitely strengthening its powers and privileges defies all human beings' will to justice and is utterly unbearable. The absolute power of Big Capital, the whole capitalist system, its foundations and its state apparatus will become increasingly unbearable. The whole social system based on the inequality of law, on the privileges of Big Capital, on the economic and political privileges reserved for the capitalist class will be beyond all endurance.

These generations will say: "No!" to the conception of partial sovereignty of the people in capitalist states, in which in full conformity with the principle of total private property even public property, res publica, is completely privatised in favour of the ruling and exploiting class, the result being that the authorities are elected by the people but first and foremost serve the interests of the Big Bourgeoisie and its ideology. This conception is highly insufficient and absolutely unbearable; without all question, it is an expression of man's inhumanity to man. These generations will have a great historical mission to begin the implementation of the conception of public property of the citizen and the people; a conception, according to which the Parliament and all executive bodies, the parliamentarians and the authorities are elected by the people but are granted authorization only to a partial power in the state for all the power belongs to the sovereign people.

Universal suffrage is still a very low stage of development of democracy. If more than 150 years ago the fights for political democracy and, especially, the fights for universal suffrage were of extreme importance, nowadays universal suffrage is insufficient in the utmost degree in the conditions of dictatorship of capital. Today it is the universal ruling power of the voters the absolute and permanent power of the sovereign people that is put on the agenda. The difference between the first, the universal suffrage, and the second, the universal ruling power of the voters, is enormous. Universal suffrage is the first decisive and successful step of the sovereign people towards democracy and as a beginning it is only a democracy in embryo; a democracy, which is still infinitely far away from true democracy for in true democracy never is the sovereign forced to give up its freedom, its free will to its representatives, whereas in the conditions of universal ruling power of the voters the people is the actual sovereign while its representatives have a limited legislative and executive power and serve the people, not the Big Capital.

Although universal suffrage is a sovereign and inalienable right of the people, it is insufficient for it is not the ultimate stage of development of democracy but only an essential and indispensable moment of a genuine democracy. Only when the citizens-politicians, i.e. the members of the political community participate in clubs, associations and political organisations and routinely hold referenda and, in so doing, take actual possession of their rights to rule and participate in the decision making process, do they really become members of the sovereign people and are in actual possession of its universal ruling power. Only then can they overcome the infinitesimal significance of their individual sovereignty in the ever going decision making process concerning the affairs of their state and enhance the influence of the sovereign will of every particular human being and its connection with the will of the sovereign people.

The political communists are capable of grasping the world history in its absolute and permanent development. The present "democratic" order of the capitalist society does not have an eternal and permanent character; it is not the end of history as one of the ideologues of neo-liberalism has proclaimed but the beginning of a new and far more fascinating and significant stage of the history of humanity. The victory of the political programme of the humanists and the development of humanism will push the European states to develop the state of a new type the humanist state founded on the domination of public property and  the principle of direct democracy. Not the interests of few but the interests of all, the public interest is the ultimate ruler of all political affairs in the humanist state.

Political freedom and public happiness are the highest determinations of will which a humanist state order with well-developed direct democracy carries out into practice; they are the best guarantee for universal economic freedoms and private welfare. Unlike the oligarchic power of the bourgeoisie and the bourgeois pseudo-democracy, which not only excludes the sovereign people from taking part in the decision making process and the ruling of the country but also puts the truly universal political will of the sovereign to death, humanism supports private-economic freedoms and, what is infinitely more important, constitutes public freedom as a supreme manifestation of universal ruling power. Not the bourgeois sham democracy, not the bourgeois res publica, but the res publica of genuinely free political community truly protects and supports the citizens' aspirations to participation in the universal ruling power of the sovereign people, which certainly brings the public happiness people have always been striving for but have not tasted yet. Having the will for common good, we have to think and act in order to make it happen and establish public property and public happiness.

Voluntas populi, voluntas dei. Voluntas dei is prius, the first, the absolute; people's will is always educated and developed by those of their leaders and thinkers who have a volitional love of the Absolute and are in constant search of its principles. The task is to make the state an absolutely real res publica of voluntas populi, to free the political community and vindicate its rights to public property, to expropriate the expropriators and make the people the sovereign of the state, to constitute the superiority of the public good to the private good, i.e. to establish a state of new type; a state, which depends only on the will of all members of the sovereign people, not on the class will of the ruling Big Bourgeoisie, which exerts influence on the society and forces it to obey meekly the commands the laws of the capitalist state rule of the rich, for the rich and by the rich.

Political communism develops all previous political principles in a new light and introduces a new leading idea the idea of res publica, of the living development of the universal, which is absolutely more important than Montesquieu's principle of division of power. Unlike Montesquieu's doctrine, which fails to go beyond the boundaries of domination of ruling classes whose enormous private property and political influence allows them to be in possession of the common good, the newest humanism takes into consideration and proudly proclaims that only the public power of the sovereign political community is truly legitimate it and only it is the true representative of the universal will of the human species.

The old national state is dying, but the state from new type has not evolved yet. Nonetheless, the sovereign people has in itself the immanent necessity to develop itself and it is developing now. The political communists want to show the way for creating a humanist society and its state. Only after the abolition of the politico-legal order, the state institutions and class relations of the old capitalist system, will we be able to constitute the highest possible freedom: freedom in humanist states. The abolition of the antiquated capitalist politico-legal and economic system is inevitable. The political communists want to establish a res publica of humanist justice based on humanist ideas of freedom and law. A transition from violence and manipulation to freedom, from might to right.

It is absolutely necessary to establish a new type of state and a political community of a new type capable of introducing and defending the principle of public property as the fundamental and most essential principle of statesmanship of a new type. Only free and powerful associations of citizens can resist the omnipotence of the ruling class.

It is just now that attaining the higher principle of superiority of public property, we can begin and create a new political will which is interested not only in "human rights" but also first and foremost and above all in the duties of citizen of the res publica of new type.

The task is to institutionalise the common will of the people as the only legitimate possessor of the supreme, sovereign and universal ruling power in the humanist state; a state, in which nobody is and can be a ruler who says "I am the state" no matter whether the ruler of the state is the egoistic "I" of a dictator or the collective enormous "I" of the dominating class of Big Private-owned Capital, but the people the sovereign ruler, who is the only one that can say "We are the state" and is authorized to execute its full legitimate power. This is the only way to avoid the dictatorship of one human being or the members of one particular class, who want to enter and enter in possession of the state.

The new republicanism can certainly be defined in a different and far better way. The fact is that the people is still deprived of its sacred and inviolable right to express its common will freely for it is strongly oppressed and influenced by the dominating class of Big Capital; the people has always been successfully manipulated by the ever ruling class of the rich since the time of origin of private property. Yet, the future belongs to the state of truly well-educated ruling public will. And when the future generations of men and women establish this state, the public will  the universal will of the political community will rule for the first time in human history.

The political communists want to participate in solving the great riddle of world history. The great question, the great contradiction which they face is: How to divide private property and public property and at the same time to reconcile them in their unity, but in such a way that the common will of the sovereign people is in possession of public property and is the universal ruling power? There is only one answer: we have to put an end to the hopelessly antiquated representative system once and for all because it is mercilessly controlled by the will of the ruling wealthy class.

Taking into consideration the fact that the supreme aim of every state is to guarantee the power of the ruling will, we can divide the political systems into three kinds: 1. power of the will of one despotism, tyranny, 2. power of the will of some feudalism, capitalism as well as state capitalism of the red bourgeoisie of Stalinist type, 3. power of the will of all, of the universal will of the sovereign people; however, this is a political system that has not existed yet. It is to be established. The sooner, the better.

Today's political communism has a crystal clear task: to organise reliable methods for ruling the new body politic, in which the individuals have the right to subjective public property and actively participate in the process of forming and expressing the common will together with all other members of this new political organisation; it will be established as a result of a new social contract founded on the superiority of the principle of public property and the common good.

One day and it will come sooner than expected, the political communists will start to create totally new political institutions; institutions, which the capitalist state is utterly incapable of creating and implementing because of its unethical nature. The success of the their initiative for humanisation of the political and economic life of the people depends on how and to what extent the people will want to create a political community of a new type and establish these necessary new political institutions.

The main part of humanist public law will be concerned with the legal relations between the sovereign people and the executive bodies of state power. The power of the universal will and the realisation of its universal values is a fundamental principle of humanist public law. The People-Sovereign has the absolute right to control the actions of its government and to ensure their full conformity with the laws of res publica, i.e. in full conformity with the laws of the universal rational will.

The people's sovereignty is sacred and inviolable: This is the supreme constitutional principle of the humanist state. In no way can the members of parliament dispose with the same sovereignty as the one that their voters have at their permanent disposal. The power and might of the sovereign citizens-politicians is absolute and permanent. Laws of universal state significance must come into effect only as a result of the overtly expressed will of the sovereign people. Only the political community is the true representative of the universal will, only its common will is legitimate and possesses the total authority to make the most important decisions in the state; only it is supreme and sovereign.

In humanist states the sovereign political community makes the most important decisions in the state, such as constitutional changes or decisions of supreme importance, while its central authorities are bodies of executive power and have only advisory powers in the decision making process; they have the duty to listen to the voice of the people and truly execute the will of the people, not the will of greedy and rapacious exploiting classes. The sovereign people is the owner of res publica the common good, the state; only it is and can be a legitimate juridical person expressing its will through the state and its legislative and executive bodies. The state can express no other will but the will of the total people. All members of the government and the parliament are only public servants; their power stems from the will and the mandate of the people.

Humanist public law is concerned with equal and equitable distribution of public property to the members of the sovereign people the only truly legitimate political community. The people possesses the supreme legislative power, elects executive bodies and exerts an omnipotent control over the power of all executive bodies in the humanist state. Thanks to the institution of referendum the citizens govern directly for they are completely in possession of their public property and execute their power; the epoch of electronic revolution makes the so called e-voting absolutely possible and viable.

Abolishing the system of bourgeois capitalist "democracy" and building the foundations of true humanist democracy is necessary. Political freedom means political equality as well, i.e. equality in freedom through abolition of the privileges of Big Bourgeoisie. The dictatorship of capital must be abolished.

The newest political will for establishing a humanist democracy has created and introduced the notions of political property and citizen-politician; it will also elaborate a system of humanist public law, which is in full conformity with the universal will and which not only aims at guaranteeing the freedom of every human being but first and foremost the freedom of the political people for only the people is the natural defender of individual freedoms.

No matter how progressive Montesquieu's theory of division of power must have been at the time, it is simply not enough for the needs of the XXI Century and the time has come for us to develop it. The power belongs to and must belong to the people the voice and the will of the universal will. Voluntas populi, voluntas dei.

Rousseau's ideas are highly humanistic and certainly deserve to be taken into consideration; as early as in 1762 his "Social contract" proclaimed the idea of establishing a social system as a result of the free contract of people; the people and nothing else but the people is the source and the bearer of sovereign power. The people has sovereignty, a legitimate supreme power, which can neither be delegated to a particular monarch, oligarchy or a ruling class nor the people's representatives. The modern political communists know that bourgeois democracy is founded on the idea of only partial sovereignty of the people because in conformity with the wiliness of the bourgeois reason the bourgeois democracy is founded on the priority of principle of private property of the common good, in other words, it is founded on theft.

Without question, theft of public property is a crime against humanity. And it is due to this crime that there has never ever been a genuine res publica.

Therefore, only when the principle of the priority of public property is realised as a living common deed of the people, the sovereignty of the people will be true. Sovereignty of the people means omnis potestas a populo. This is the principle of every rational political order. It is our slogan. In this sign the political communists want to win and overcome the world of pseudo-democracy, under the banner of abolition of the dictatorship of capital they want to march, fight and win. Once and for all.

The humanist constitution the fundamental law expressing the governing common will of the politically organised sovereign people is still to be written. In the humanist state of the nearest future the rule of law will truly prevail and triumph over the oppressive ruling class, over the Big Bourgeoisie for only such a state can be a body politic expressing the universal will.

Of course, the humanists need leaders. But only the humanist society possesses the actual power to exercise authority over its leaders, to rule and determine the conditions of its completely actual control over them. 

Neither the Parliament and the government nor the President of a country have the right to take the place of the real sovereign the people. Each representation can only have limited powers. Vital decisions about wars, constitutional changes, etc. can only be made by the sovereign the people. Every government which make a decision to wage a war without the clearly expressed will of the people in utterly free referenda must be considered a government of war criminals. The Senate has to consist of people expressing exactly the will of the people. The government could only have executive power, the people is the supreme legislator. This and only this will lead to a genuine balance of power.

Major matters can be debated and will be debated by elected politicians but final decisions are to be made by an assembly of the whole people. The big issues, problems and contradictions of power about war and peace, about the distribution of wealth, about an effective control over the representative public power are in the sphere of power of the sovereign owner the people.

The absolute power to make decisions concerning the common good belongs to the sovereign people. Ministers can only be executors of the sovereign people's will. Contrary to today's utterly flawed bourgeois pseudo-democracy in which governments and ministers once elected are completely independent from the brainwashed and manipulated people and defend the interests of the exploiting ruling class successfully and with impunity, ministers in a true res publica can only execute the universal will. The Prime Minister of a humanistic state can only be the first servant of the state for nobody can rule the public welfare better but the people. Only the people can be a judge of its own deeds. Only the people can interpret what the public good is, and truly represent the absolute ends of the universal will.

The formation of the power of the Senate and the people's representatives of their rights and duties does not mean anything else but establishing a new public law, a new great development of constitutional law for it will be founded on the principle of superiority of public property over private property.

The main task of the Senate will be to act in absolute conformity with the people's will and follow its volitions, to take care of public property. The goal of world history is the best sons and daughters of the people not the servants of a greedy and egoistic exploiting class to represent genuinely the interests of the people. The police and the army must be subordinated to them in order to defend the interests of the people. It is of paramount importance that the media are absolutely free from the omnipotent manipulation and brainwashing, which serve the interests of Big Bourgeoisie, not the interests of the common good. The neo-humanists will achieve that: for the first time in history not the representatives of the wealthy classes will "represent" the people; it has always been obvious that they first and foremost take care of the defence of the interests of their own class. They have been doing that for millennia since the institution of private property and the state as a "public" institution for defence of private property came into existence. No more! In no way can it go like this any more. The modern political communists will not allow it.

The highest duty of the Senate is to be a bearer of the supreme power of the people over the parliament. It has to express the universal will, the will of the people the sovereign of political power.

The constitutionality of the laws cannot any more be guarded by the constitutional court and its judges, who serve a constitution created to defend a state based on the domination of the principle of private property and are always pressed to serve first and foremost the interests of the bourgeoisie and the Big Capital.

The praise and the owe of public property as the highest good of the people's masses will be the sound foundation of the newest but yet not written constitution of the humanist state; a constitution that will radically change the role of the state. A state of a new type will be established. The Senate and the supreme constitutional court, which will be directly subordinated to the People-Sovereign, will secure the defence of public property in the humanist state.

The humanist constitutions of the future will defend the inviolability of the public property of the citizen and the people; consequently, oligarchic and plutocratic states ruled by greedy and shamelessly egoistic exploiting classes will be thrown away to the dustbin of history once and for all. These constitutions will create a new procedural code a new political ethics protecting the citizens and their political immunity efficiently; no executive body can usurp the public property of the citizens. Only the political community as a whole has public property the state, the common good, res publica, and only insofar as Man can take part in the decision-making concerning his country together with all other members of his people and performs his duties as a member of the community, he is a citizen of the body politic the state, and has a political being. "I" everybody is I am a citizen of my state" means that my spirit, will and body belong to the common good, to the body politic as much as it belongs to me.

The people's control over the activities of the executive power must be total. When the People performs its great deed, it will have a supreme control of the parliament and the executive power. The principle of nation-wide power, in conformity with which the People keep an unlimited control over the activities of the executive bodies, must be carried out into practice. Only then can we speak about a real and total control of the People over the parliament and all executive bodies when the People can perform freely its inviolable sovereign right to impeach or remove the parliament and the ministers not only when they break the law or operate outside the law but also when the government policy is contrary to the will of the People. It is in the interest of the People to develop a humanist constitutional practice and introduce a permanent political responsibility of the parliament and the ministers for their policies. The principle of true democracy "Power to the people" must be carried out into practice and supported totally and wholeheartedly by the people.

The people have to become a political community, a sovereign and omnipotent institution keeping the executive power under control. Only the People can have the infinite power to rule the body politic without any limitations, never one particular class whichever it is. We need the rule of ethical right in truly humanistic states. The Rule of Law is highly insufficient as long as it is realised within the frames of the bourgeois state, which violates the rights of the sovereign people and creates an unfair social system, in which the individual is only an object and not the subject of public law; his political role is based on the one-sided duty to obey the authorities.

The human species is capable of building just societies, which are in conformity with its nature.

The new humanists set themselves the task to introduce in politics the notion of public property and create a constitutional guarantee for it. One of the central problems of humanist democratisation of public life will be the fight for the right of the citizens and the people to enter in possession of their political property, and therefore, the fight for expansion of the political rights and duties of the citizen as such.

The pure and sacred republic of the future will be based on the principle of public property, public freedom and public happiness. The highest principle of public good, public property, public institutions and the Universal Will might be defended by a constitutional police a new kind of police, totally different from any previous kind of police created to protect only the principle of "sacred" and "inviolable" private property.

More and more people understand and will continue to understand better and better the big lie of the dominating capitalist class about the bourgeois pseudo-democracy with its pseudo-elections, which enable the people "to participate" in the decision-making about the highest interests of the state and the government in a preposterous one-day act of "people's sovereignty". This one and only act of "participation" is presented as a total realisation of the highest political freedom of the citizen. If only it was true; however, more and more people learn and will continue to learn the truth that they are manipulated and brainwashed, that their voice predominantly benefits those, who want to be elected as members of parliament to defend not the common good but first and foremost the good, the desires and the interests of the capitalist class; a class, whose members generously finance their servants and for more than 200 years have successfully built this so advantageous for them bourgeois "democracy".

More and more people now know, while others will cognise the truth that representation is only a pathetic substitute of the direct action and real political participation of the citizens. Thank God "Then you will know the truth, and the truth will set you free," for they will decisively and vigorously, bravely and firmly want to abolish and will abolish the despotic representative democracy as a laughable demonstration of the perfect "democratic" farce of the rich, who "love" democracy, but not as much as their own wallets, in which they keep all laws of the capitalist democratic state, the fate of their peoples and the future of the world. They love democracy only insofar as they are the "people". Therefore, the true people, the People-Sovereign will strengthen its power over the parliament then and only then when in its realisation of the universal will it will overcome and abolish this only and one so ridiculous act of its sovereignty elections in the conditions of a capitalist state, and achieves a permanent control over the legislative, executive and judiciary powers through removing the wolves in sheep's clothing.

The People-Sovereign of a truly republican, i.e. humanist state have to be vested with special powers, which express the actual will of the people. In order to avoid a waste of time we will want not only referenda but also an all-embracing permanent rule of the universal will of the political community because the servant of the people in the senate and the president will not be allowed to represent any other standpoints but the standpoints of the people. The highest right in the state the right to veto belongs and can only belong to the people, who is the only bearer of the supreme right to impose its will in absolute conformity with the new truly humanist constitution. We cannot tolerate any more the fact that Members of Parliament follow and express their party lines, not the will of the people. The president of a new type and the governments of a new type will have all necessary powers to act quickly in order to realise the interests of the state and guarantee the social order but only in the conditions of total subordination to the will of the people.

Like Rousseau, the humanists do not believe in representation. And like Rousseau, they accept as a sacred truth the principle that a People which is represented is not free for its Sovereign Will cannot be represented: "the moment a people allows itself to be represented, it is no long free: it no longer exists,"1 "Sovereignty, for the same reason as makes it inalienable, cannot be represented; it lies essentially in the general will, and will does not admit of representation: it is either the same, or other; there is no intermediate possibility. The deputies of the people, therefore, are not and cannot be its representatives: they are merely its stewards, and can carry through no definitive acts. Every law the people has not ratified in person is null and void is, in fact, not a law."2 The new humanists are convinced that only on the basis of the principle of public property can be established a political order aiming at better division of balanced and mutually controlling themselves powers. The peoples of the future will not want and will not allow to be forced to subordinate their common Will to constitutions defending private property of exploiting type; constitutions, which only ensure public activity and political participation of the "representatives" of the citizens, not the citizens themselves.

Aiming at legitimizing the totalitarian dictatorship of its will as well as its theft of public property i.e. at privatisation of public property, and willing to have absolute monopoly on power, every modern dominating class creates constitutions based on the "sacred and inviolable" principle of private property in order to defend its right to exploit the working class and the middle class ruthlessly and with impunity. Deprived of its public freedom, the people consists of individuals who are only free in their private lives. That is the reason why the will of the people to resist is always alive and the conflict between the people and the ruthless and greedy exploiting class is permanent, and either finds its solution in a long and painless evolution or burst out with an unexpected but irresistible force in the volcano of a revolution for equality, fraternity and liberty.

The new people of the humanist future will not tolerate the totally monopolizing apparatus of oligarchic power of modern pseudo-democratic states, which pretend that they represent the sovereignty of the people while in reality efficiently deprive it of its power and sovereignty. Nevermore! Being forced by the great fights of the working class enlightened by Marx's humanist doctrine to humanise its state, Capitalism has managed to liquidate poverty in highly developed countries but the working class and the middle class are still shackled by the law of bourgeois pseudo-democracy. Only thanks to its continual efforts and fearless fights, the people can free itself and will free itself from the oppression of the ruling exploiting class dominating the life of the citizens and the state both politically and economically.

Without question, all new political institutions, such as a Supreme Council a supreme legislative body as well as local councils and other organs of the body politic truly representing the will of the political community are necessary in humanist states. These councils and organs will give all citizens the opportunity to act freely in the political space and manifest their civil virtues. Having public property and enjoying full and unhampered participation in public power will make it possible for them to experience the pleasures of public happiness. Unlike the present once-every-four-years sham participation in the rule of their common affairs, they will go beyond their status of private individuals only, which is still violently imposed by the Bourgeoisie, and will authentically become citizens developing their statesmanship skills. They will leave the rule of the current public affairs to the parliament and the government but will closely watch and control their public servants. For the first time in human history politics will be liberated from the jaws of private property, which will put an end to the atomisation and isolation of the members of the society. The era of its unification must begin. It will.

Neither universal suffrage nor freedom of speech in modern capitalist societies are enough today as long as the media, the government and the Parliament are monopolised by the local and global Big Bourgeoisie creating a system in which financial, political and military Might makes Right. The fictitious expression of the Will of the People during one election day every four years is preposterous. Today we want freedom of political actions, total political freedom of the People-Sovereign. This is the nearest task of the humanist movement for political communism. The desires of Political Will, the greatest political passions of the citizens political freedom, public happiness and civil courage must be satisfied.

Only when the humanistically educated People organised as a political community and not only a part of it, only the rich, participate continually and permanently in making decisions about the common property, it is free. The Big Bourgeoisie has no right to enter in possession of the state as its property and dispose with it freely and with impunity. The public body politic its property and law can belong to no class for it only belongs to the People. The institution of public property must be fiercely and successfully defended because the greed of the rich is infinitely insatiable.

The final establishing of the institutions of total people's control will proclaim the achievement of a higher type of state organisation; it will proclaim the creation of the post-capitalist humanist society. Only the respected sovereignty of the people as the living constitutional manifestation of their free will guarantees the absolute equality of political rights, the public happiness of each individual caused by his free and statesmanlike participation in the life of the political agoras and forums; the sham bourgeois democracy, which "magnanimously" allows the people once every four years to "control" it, is corrupted and perverted by the total everyday brainwashing of the people the accomplished mission of the mainstream media of the ruling Big Bourgeoisie, which uncomplainingly write and broadcast what they are told. The rich cannot control the People without them.

The sacred right of the People to have a res publica can only be preserved if the People limits the the sphere of private law, in other words, the new humanist public law can exist insofar as all members of the political community will it and demand its universality. The time has come for the principle of rule of the universal will to refute and abolish the principle of rule of the particular will of the dominating exploiting class and its anti-humanist principle of representation.

The Bourgeoisie must be tamed. In no way can we allow the Big Bourgeoisie to expropriate the private and public property ruthlessly from all other members of the political community any more. Humanists! If you allow it, your public property is robbed. The result is political slavery. You are political slaves such is your political status and you know it all too well: It is beneath your dignity. Be Men enough to expropriate the expropriators. Liberate yourselves from your rulers who steal your public property and possess it totally together with their enormous private property. All the power must belong to you, the people.

The World history is about to repeat itself in order to raise itself to a higher stage of its development: Like the French Bourgeoisie, which toppled the ancien regime and overthrew the king ruling the absolutist feudal state, not only will the people-sovereign topple the neo-liberal ancien regime of our times but organised as a political community, it will also strengthen its power over the parliament. The Humanists will to make history and contribute to the newest historical development of direct democracy.

The time for a new political-communist revolution has come. It is time to crash the dictatorship of capital and constitute the power of the political community in the conditions of free and true direct democracy. 

This is the task of the nearest future.
